AND RESEARCH CENTER REGULATION
FIRST PART
Purpose, Scope, Basis and Definitions
Goal
ARTICLE 1 – (1) The purpose of this regulation is to regulate the procedures and principles regarding the aims, fields of activity, management bodies, duties and working methods of the Iskenderun Technical University Distance Education Application and Research Center.
Scope
ARTICLE 2 - (1) This Regulation covers the provisions regarding the aims, fields of activity, management bodies, duties and working principles of the administrative bodies of İskenderun Technical University Distance Education Application and Research Center.
Rest
ARTICLE 3 – (1) This Regulation has been prepared on the basis of the sub-clause (2) of the first paragraph of the Article 7 and the Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 – (1) In this Regulation;
a) Advisory Board: Advisory Board of the Center,
b) Center (İSTE-UZEM): İskenderun Technical University Distance Education Application and Research Center,
c) Director: The Director of the Center,
ç) Assistant Director: Assistant Director of the center,
d) Rector: Iskenderun Technical University Rector,
e) Senate: Iskenderun Technical University Senate,
f) University: Iskenderun Technical University,
g) Administrative Board: The Administrative Board of the Center expresses.
SECOND PART
Aims and Fields of Activity of the Center
The aims of the center
ARTICLE 5 – (1) The aims of the Center are as follows:
a) To carry out studies on research, development, and organizations related to distance education for all academic and administrative units within the university.
b) To support the development of distance education practices and to give the courses offered within the university with distance education methods, and to make strategic planning related to distance education within this framework.
c) To ensure the development of all kinds of scientific studies, to evaluate and analyze the distance education needs of institutions and organizations in the public and private sector, to propose, develop and implement programs.
ç) To transfer the knowledge of the center's field of activity to the relevant institutions and organizations, to determine the administrative, financial and technical application principles in this regard, to develop projects, to organize scientific meetings, to make periodic and/or non-periodical publications on the subject.
Areas of activity of the center
ARTICLE 6 – (1) The activities of the Center are as follows:
a) Provided that education and training activities are at the forefront; in areas where they need private or public legal entities, natural persons, national and international organizations; To organize training or certificate programs, courses, seminars, conferences to be given through distance education and to coordinate these activities, to provide consultancy services, to prepare and carry out projects.
b) In line with the demands of public institutions, private sector, non-governmental organizations and international organizations; Carrying out the entire examination process, such as promotion, title change, proficiency, selection, in-house and entrance examinations, from receiving applications in person or online, to announcing the results.
c) To provide the necessary technical and educational infrastructure for the common courses to be carried out through distance education within the university and for an associate degree, undergraduate, graduate completion, and graduate education programs.
ç) To develop the educational contents to be used in distance education in accordance with the standards determined in cooperation with the field experts, to offer the necessary support and share them with the students.
d) To determine, assign, cooperate and coordinate the teaching staff who will take part in teaching activities such as training or certificate programs, courses, seminars, and conferences to be given through distance education.
e) To organize server/client infrastructure, communication/interaction planning and applications of activities carried out through distance education, to carry out student support services, measurement and evaluation studies, public relations and promotion activities.
f) To carry out research and development studies related to distance education.
THIRD PART
Governing Bodies and Duties of the Center
The governing bodies of the center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
a) Director.
b) Board of Directors.
c) Advisory Board.
Manager
ARTICLE 8 – (1) Director; He is appointed by the Rector from among the full-time faculty members of the university for a period of three years. The Director whose term of office has expired may be reassigned by the Rector. In the absence of the manager for more than six months, his duty ends.
Manager's duties
ARTICLE 9 – (1) The duties of the director are as follows:
a) To represent the Center.
b) To call the central organs to the meeting and to preside over these meetings.
c) To ensure that the decisions of the Board of Directors are implemented within the framework of this Regulation.
d) Establishing working groups when necessary.
d) To ensure the establishment of the necessary service units within the Center, to organize the work of these units, to ensure their coordination and supervision.
e) To ensure cooperation and coordination of relations with all national and international stakeholders of the Center.
f) To prepare a report on the general situation and operation of the Center at the end of each academic year or when requested, and submit it to the Rector after receiving the opinion of the Board of Directors.
g) To carry out studies to determine the personnel, budget, and other resource needs of the Center and to submit the reports approved by the Board of Directors on these issues to the Rector.
Assistant Directors
ARTICLE 10 - (1) The Director submits two full-time faculty members of the University for the approval of the Rector to be appointed as Assistant Directors to assist him in his studies.
(2) The term of office of assistant directors is three years. If the assistant directors are not on duty for more than six months, their duties are terminated. A new assistant may be appointed to complete the remaining period in place of the Assistant Director who has left his position. When the duty of the manager ends, the duty of the assistant managers also ends.
Duties of Assistant Directors
ARTICLE 11 – (1) The duties of the Assistant Directors are; To assist the Director in the work and management of the Center in line with the Center's objectives and fields of activity.
Board of Directors
ARTICLE 12 – (1) The Board of Directors consists of a total of seven members, including the Director and assistant directors, and four members to be appointed by the Rector from among the full-time faculty members of the University upon the recommendation of the Director. Manager and Assistant Directors are natural members of the Board of Directors.
(2) The term of office of the members of the Board of Directors is three years. Members whose term of office has expired may be re-appointed in the same manner. In place of those who left before the end of their term of office or were appointed outside the University for more than six months, a new member is appointed with the same procedure to complete the remaining term.
(3) The Board of Directors convenes upon the invitation of the Director. The Board of Directors convenes with absolute majority and the decisions are taken by the majority of the members attending the meeting. In the case of equality of votes, a majority in the direction of the Director's vote is obtained.
(4) Membership of a member who does not attend the meeting of the Board of Directors three times in a row or six times in total without permission and excuse is terminated with the decision of the Board of Directors and the approval of the Rector.
Duties of the Board of Directors
ARTICLE 13 – (1) The Board of Directors convenes at least once a month upon the call of the Director. The Manager may also call the Board of Directors for an extraordinary meeting when he deems it necessary. The Board of Directors carries out the following duties:
a) To take the necessary decisions in line with the activities of the Center.
b) To discuss and decide on the annual work program and activity report of the Center.
c) Evaluating and deciding on the suggestions coming from the Advisory Board.
ç) To determine the principles of cooperation with persons, institutions and organizations related to the work area of the Center.
d) To take other necessary decisions for the realization of the objectives of the Center and the execution of its works.
Advisory Board
ARTICLE 14 – (1) In the Advisory Board, there are people who work in the activities of the Center, have experience and can be consulted when necessary. Members of the Advisory Board are appointed upon the recommendation of the Board of Directors and the approval of the Rector. The Advisory Board consists of nine members from inside and outside the University. The term of office of the members of the Advisory Board is three years. Members whose membership period has expired can be reassigned. The Advisory Board meets at least once a year, upon the invitation of the Director. If necessary, the Director may invite the members of the Advisory Board to a meeting in order to benefit from their thoughts and experiences, to get their opinions and to inform them about the activities of the Center.
Duties of the Advisory Board
ARTICLE 15 – (1) The duties of the Advisory Board are as follows:
a) To make advisory opinions and suggestions by making evaluations on the matters deemed necessary by the Board of Directors regarding the activities of the Center.
b) To prepare reports on the activities of the Center, which the Board of Directors deems necessary.
Central Secretary
ARTICLE 16 – (1) The central secretary is appointed for one year by the Rector upon the recommendation of the Director. The Central secretary whose term of office has expired can be reassigned.
Duties of the central secretary
ARTICLE 17 - (1) The duties of the central secretary are as follows:
a) To carry out the works and transactions related to the execution of the activities of the Center.
b) To act as a rapporteur in the Board of Directors and Advisory Board without the right to vote.
CHAPTER FOUR
Miscellaneous and Final Provisions
Spending Officer
ARTICLE 18 – (1) The spending authority of the Center is the Rector. The Rector may delegate this authority partially or completely to one of the vice-rectors or to the Director.
Personnel needs
ARTICLE 19 – (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be appointed by the Rector in accordance with Article 13 of the Higher Education Law No.
Cases where there is no provision
ARTICLE 20 – (1) In cases where there is no provision in this Regulation, other relevant legislation provisions and the decisions of the Senate and University Administrative Board are applied.
Force
ARTICLE 21 – (1) This Regulation enters into force on the date of its publication.
Executive
ARTICLE 22 – (1) The provisions of this regulation are executed by the Rector of Iskenderun Technical University.
